Lingual Consciousness a Psychical Ground for Acquiring Three-Lingual Education in the Republic of Kazakhstan

According to state policy in the development of national education of the Republic of Kazakhstan future organization of learning in middle and high school levels should be conducted in three basic languages: Kazakh (state), Russian (official) and English (international). Empirical psycho-pedagogical study conducted in pilot verse clarifies certain difficulties in fulfilling this task that can be graduated up to implementation areas such as: accounting previous lingual experience, family lingual circumstances, individual inclinations connected with verbal abilities. Preliminary results had shown ineffectiveness of verbal bilingual development in countryside regions, especially in the south. Besides there were revealed certain family and ethnic obstacles connected even with religious identity. Psycho-diagnostic survey presented personality traits connected with intellectual skills of forming and formulating of a thought by lingual means. Up to high school, mostly university students, a research study allows to witness rather high degree of acquiring English as a step to wider world.
