This study aims to evaluate the actual state of disaster prevention measures for people with special needs and their family members, and explore their awareness regarding these measures. Semi-structured interviews were conducted with selected families in which they were asked about the actual state and awareness of disaster prevention measures intended for people with special needs, including the disaster prevention measures and awareness of the interviewees themselves. The study concludes that, although each occurrence of a natural disaster provides an opportunity to consider how disaster prevention measures should be carried out, various constraints at the planning stage are hindering the implementation of these measures.
